フリーハンドの感覚で作成するには、Microsoft365のPowerPointやVisioが便利です。
Microsoft Officeを利用している事業者であれば、技術職、営業職を問わず、利用しやすいです。
特に、Visioは、サブスクリプション（買い切りも可能）でも利用ができます。

一方で、設計・製図する場合には、CAD（Computer-Aided Design）アプリケーションを使用するのがお勧めです。
CADアプリには、建築、機械、その他、分野毎に特化した製品が数多くあります。
製図すると、材料のコスト見積等を作成してくれるような専門性の高い製品もあります。
2D/3D問わず、汎用的な図面を作成するCADアプリでは、有名なところでは、「AUTODESK社」のAutoCADがあります。

一方、汎用的で、尚且つ無償で利用できるCADアプリもあります。
二次元専用ですが、「Jw_cad」というアプリがあります。
（Windows専用ですが、Macでも仮想化したWindowsで動作します）
操作には、多少クセがありますが、多くの方々が利用しており、関連書籍も
数多く、出版されています。
